2. ORGANISATIONAL SET-UP
The Regional Centre: NAEB functions through a Core Group, members of which are drawn from the University
faculty having different backgrounds and an Advisory Management Committee comprising the Vice-Chancellor of NEHU (Chairman),
Coordinator of the Regional Centre (Convener), Joint Coordinator of the Regional Centre, Principal Chief Conservators of Forests
(PCCF) or the Chief Conservators of Forests (CCF) of the seven north-eastern states, Chief Conservator of Forests (Central),
Regional Office of the Ministry of Environment and Forests (Central), Regional Office of the Ministry of Environment and Forests
at Shillong, representatives from non-governmental organisations, distinguished persons working in the field of afforestation
and eco-development, and a representative from National Afforestation and Eco-Development Board, Ministry of Environment and
Forests, Government of India (Annexure-I).
Besides the Core Group, the Centre has its own
research and supporting administrative staff (Annexure II). The Centre also utilizes the expertise available with the faculty
of the University for conducting various problem-specific studies. The Centre has a computer based data processing and storage
facility. As and when required, the Centre utilizes laboratory facilities available in different departments of the University
for analytical/experimental purposes.

Born on 15 April, 1954, in Uttar Pradesh, India, Dr. B. K. Tiwari did his Post Graduate in Botany from Gorakhpur University,
Gorakhpur, India in 1975 and Ph.D. form North-Eastern Hill University (NEHU), Shillong, India in 1980. He did his Post-Doctoral
work at the Institute of Arable Crops Research, Harpenden, Herts, UK on Bioremediation of Metal Contaminated Soils. Presently,
Dr. Tiwari is working as Professor, Centre for Environmental Studies, North-Eastern Hill University, Shillong, India.
Professor Tiwari is Dean, School of Human and Environmental Sciences, North-Eastern Hill University, Shillong. In his capacity
as Dean he supervises the research and teaching programmes in the departments of Geography, Anthropology, Rural Development
and Agricultural Production and Center for Environmental Studies.
He is also in-charge of Regional Centre, National Afforestation and Eco-development Board (RCNAEB), Ministry of Environment
and Forests (MoEF), Government of India, established at NEHU, in the capacity of its Coordinator. He has published more than
sixty five research papers and three books in the field of forestry, environment and natural resource management. He is known
among his peers for his monumental works on Sacred Groves and Joint Forest Management. His works on Environmental Impact Assessment,
Shifting Cultivation, Medicinal and Aromatic Plants and Gender and Forest Products and Livelihoods have also brought him international
acclaim.
Dr. Tiwari has worked/collaborated with several national and international organizations viz., Indian Institute of
Science, Bangalore, Ford Foundation, New Delhi, North-Eastern Council, Shillong, International Development Research Center,
(IDRC), South Asia Regional Office, New Delhi, ICIMOD, Kathmandu, Community Forestry International, Santa Barbara, USA, Centre
for International Forestry Research, Bogor and Indira Gandhi Rashtriya Manava Sangrahalaya, Bhopal on various research projects
related to man-forest interface. In the capacity of Coordinator RC, NAEB he closely interacts with Ministry of Environment
and Forests, Government of India, New Delhi and Forest Departments of the seven states of north-eastern India.
Dr. Tiwari has built a strong multidisciplinary research group which comprises of faculty drawn from geography, sociology,
economics, botany, zoology, pollution chemistry and anthropology. Dr. Tiwari has widely travelled in India and abroad. During
more than thirty years of his research experience in the northeastern India, he has developed very good understanding of the
people and natural resources of the region.
