2. ORGANISATIONAL SET-UP
The Regional Centre, NAEB will function
through a Core Group comprising the Coordinator as the Head, and two faculty members drawn from the appropriate fields of
specialization with a prior concurrence of the NAEB. These members of the Core Group will not be permanent employees of the
Regional Centre.
The Regional Centre will not engage any faculty/staff on a permanent basis. The activities of the Centre should
be supported by project based personnel.
To facilitate the work of the Regional Centre, there will be an Advisory Management Committee (AMC) comprising
the followings:
i.
Two representatives of NAEB, Ministry of Environment and Forests, Government of India, New Delhi.
ii.
Principal Chief Conservator of Forests of the seven north-eastern states, or their representative not below
the rank of Chief Conservator of Forests or the Conservator of Forests.
iii.
Chief Conservator of Forests of the Regional Office of the Ministry of Environment and Forests, Government of
India, or his nominee.
iv. Three/four
persons which may include NGOs, distinguished in areas relevant to afforestation and eco-development.
v.
Vice-Chancellor, North-Eastern Hill University (Chairman).
vi. Coordinator,
Core Group of the Regional Centre (Convenor) (Annexure I).
Besides the Core Group, the Centre has its own research staff and supporting administrative staff (Annexure-II).
The Centre also utilizes the expertise available with the faculty of the University for conducting various problem-specific
studies. The Centre has a computer based data processing and storage facility. As and when required, the Centre utilizes laboratory
facilities available in different departments of the NEHU for analytical/experimental purposes.
3.
TRAINING PROGRAMMES AND WORKSHOPS
During
the year under report, the Centre organized the following training programmes and workshops:
TRAINING PROGRAMMES
3.1 Sensitization of the villagers and initiation of SHGs formation – two to six months for SMFE
The sensitization of the SHG members on SHG management, account keeping and proposed activities
was undertaken during May, 2008. Two trainings were organized separately in the villages of Diwon (first cluster) and Mawbri
(second cluster) on 10 May, 2008. At Umpowin Pdeng village, similar sensitization programme was conducted during 22-24 May,
2008 (second cluster). The sensitization processes were repeated in every three months interval that included the sensitization/follow
up activities. Thus, repeat sensitization programmes were conducted on 18-21 August, 2008 and on 15-18 and 27-31 October,
2008. The SHG members were continuously trained on the functioning of SHGs, maintenance of records and book keeping, auditing
and accounting. Exposures cum awareness programme on medicinal plants were also taken up at Rural Resource and Training Centre
(RRTC), Umran, Meghalaya on 16 December, 2008. A total of 27 participants attended the programme. Two Community Facility Centers
were opened at Mawtneng village on the 15 November 2008 and Umden Khasi village on 16 December 2008. The Community Facilities
Centres (CFCs) at Mawtneng was inaugurated by Shri Ashok Pai IFS, Deputy Inspector General of Forests, National Afforestation
and Eco-Development Board, MOEF, Govt. of India, New Delhi.
