This page is a continuation of the training and workshop programmes enumerated in the previous two pages. Four workshops relating to development of small and medium forest enterprises are enumerated in this page.

3.3   Workshop for various stakeholders on “Socio-economic status assessment and capacity building of SHGs about formation of SHG and accounting procedure”– 4 workshops in one FDA for small and medium forest enterprises (SMFE)

Four workshops relating to development of small and medium forest enterprises were organized in the villages of the two clusters (Table 1).

In the first cluster, two workshops were conducted at the villages of Umden Khasi and Diwon during 7th and 8th February, 2008. Similarly, for the second cluster two workshops were conducted at the villages of Mawtneng and Mawbri during 12th and 15th February, 2008. The workshops were attended by Forest Department Officials, Officials of the Regional Centre, National Afforestation and Eco-Development Board, NEHU, the JFMC Chairmen from the project villages, SHG members and villagers from different villages. During the workshop socio-economic status was documented through PRA exercise. The SHGs were identified for their capacity development. The areas for capacity development for the SHGs were also identified and following recommendations were made :

Recommendations :

v    Capacity development of SHG members was recommended as the most important activity.

v    Quality broom making, incense stick making, bamboo shoot pickle making, apiculture and black pepper cultivation were identified as the areas for skill development among the SHGs for the enhancing cash income  of the villagers.

v    Accounting procedure and management skills of SHGs were also identified as an important area of training for SHG members.

3.4   The Interdepartmental
workshop on linkages of NAP with other developmental departments in one district of Manipur to sustain JFM programme beyond the NAP project period.

An interdepartmental workshop for linkages of NAP with other developmental departments of Imphal East district was organized in Imphal during 19th -21st April, 2007. It was inaugurated by Shri A. K. Rana, Additional PCCF, Manipur. Prof. B. K. Tiwari, Coordinator, Regional Centre delivered the keynote address highlighting the objectives, mandates and priorities of National Afforestation Programme. Officials representing various departments of the state viz., Rural Development, Agriculture, Horticulture and Forest and representatives of selected JFMCs attended the programme. Total 36 participants were present in that workshop. Senior Officers from State Forest Department, Horticulture Department, Tribal Development, DRDA, SBI, NABARD and National Insurance Company attended the programme as Resource Persons and delivered lectures on following topics :

l     NAP : its Objectives, Mandate and Priorities – Dr. B. K. Tiwari, Coordinator RC, NAEB, NEHU, Shillong.

l     Linkage with other developmental departments : its scope, importance compulsion and constraints –

Shri Th. Ibobi Singh, IFS, CF, Social Forestry, Imphal.

l     Linkage in participatory management – Shri A. B. Singh, MFS, DFO, Working Plan Division No II, Imphal.

l     Various Techniques of Value Addition – Shri Joy Kumar Singh, Jt. Director, Directorate of Commerce & Industries, Government of Manipur.

l     NABARD : its role in development of Agriculture Sector including Forestry – Dr. S. R. Borge, Asst. General Manager, NABARD, RIMS Road Lamphelpat, Imphal.

l     Self-Help-Group: Formation, procedures, IGAs and sustenance of SHG – Dr. Kh. Somendra Singh, Faculty Member, Institute of Cooperative Management, Lamphelpat, Imphal.

l     Information on value addition for small scale producers – Shri T. Subol Singh, Project Officer, NWDPRA, Horticulture Department, Government of Manipur.

l     Micro-insurance : Life, Health, Crop, Animals etc. – John T. Rymbai, Divisional Manager, National Insurance Co., Regional Office, Imphal.

l     Group Formation and Group Dynamics – Shri A. B. Singh, MFS, DFO, Working Plan Division No. II, Imphal.

l     Group Discussion, Brainstorming Sessions and Recommendations – Shri A. K. Rana, IFS, Additional PCCF, FDA /Forests, Forest Department, Imphal and Shri D. C. Karnatak, IFS, Chief Conservator of Forests / Planning.

A field trip was also organized where participants were taken to a JFMC village to study requirement of linkages and to prepare an action plan. The participants recommended the following effects in an open house discussion session.

Recommendations :

v    It was realized that the linkages with various line departments is essential for the effective functioning and sustenance of JFMCs. Therefore, it was recommended that linkages be forged both at state and district levels with the line departments.

v    It was recommended that the FDAs should make efforts to channelize the resources to the JFMCs by preparing national and international projects for supporting the local institutions.

v    It was also recommended that efforts must be made at state level to implement the schemes of various line departments through JFMCs considering the strength
as well as the grassroots level presence of JFMCs and their success stories in successfully implementing the NAP. 
 

3.5   Interactive Workshop on prospects of Developing Linkages between JFMCs and Industrial / Business Houses for Value Addition and Marketing of NTFP under NAP scheme in Arunachal Pradesh.

A three-day workshop was held at Itanagar during 19th- 21st July, 2007. The workshop was inaugurated by Shri M. B. Lal, PCCF-cum-Principal Secretary, Department of Environment and Forests, Govt. of Arunachal Pradesh. The Director, SFRI welcomed the participants and Prof. S. K. Barik, Joint Coordinator, Regional Centre, NAEB, NEHU, Shillong delivered the keynote address. The Resource Persons for the programme were CCFs and CFs of the State, Scientists of SFRI and NERIST, representative from the State Medicinal Plant Board, officers from financial institutions and a retired forest officer. The Resource Persons delivered lectures on following topics :

l     An overview of Policy and Legal Framework of JFM in Arunachal Pradesh – Shri G. N. Sinha, IFS, Director, SFRI.

l     Orchid cultivation as an Income Generating Entry Point Activity in JFMC Programme – Dr. A. N. Rao, Orchidologist, SFRI.

l     Cultivation and Processing of Medicinal and Aromatic Plants under JFM – Dr. B. N. Saha, NERIST, Naharlagun.

l     Role of State Medicinal Plant Board in Arunachal Pradesh – Shri Yonggam, Research Officer, SMPB, Itanagar.

l     Marketing of commercial NTFPs in Arunachal Pradesh – Shri Arup Choudhary, Secretary, R. K. Mossang Memorial Society.

l     Application of Bamboo – Shri R. K. Taj, Sc. C, Soil Science Division, Itanagar.

l     Some Prospective Medicinal Plants for commercial cultivation in Arunachal Pradesh – Mr. L. R. Bhuyan, Systematic Botanist, SFRI.

l     Role of Spice Board of India in development of NTFP in Arunachal Pradesh – Shri B. Brahma, Assistant Director, State Spice Board, Itanagar.

There was an open house discussion on problems and prospects relating to implementation of NAP in Arunachal Pradesh. A half-day field trip was also organized and the participants were taken to Multi Disciplinary Training Centre, Kola Camp, Doimukh where they were shown various training facilities such as weaving, mobile and computer repair, vermicompost and bio-compositing techniques, low cost nursery with the use of local bamboo, poly film, nursery bed, oil extraction, spice grinder etc. The following recommendations were formulated by the participants at the last session of the programme:  

Recommendations :

v    Orchid, and medicinal and aromatic plant cultivation should be taken up under NAP as important enterprises for income generating activity.

v    The role of rural technologies like weaving, vermicompost, bio-compost, preparation of liquid manure, low cost nursery technology and poly film technology were recommended as activities under NAP for enhancing the livelihood of the local people.

v    It was recommended that adequate efforts should be made to involve business houses and agencies in FDA activities particularly for making the value added products produced by the SHG/JFMC members.
