TRAINING PROGRAMMES

3.1 Training of Trainers (ToT) on micro planning, accounts and book keeping in Arunachal Pradesh, Assam, Manipur, Mizoram and Tripura


Manipur
A three day Training of Trainers (ToT) on micro planning, accounts and book- keeping was organized on 27-29 May, 2009 at the Forest Lecture Hall, Mantripukhri Forest Complex, Imphal. The objectives of the programme was to impart training to middle level forest officers viz., Divisional Forest Officers, Range Officers, JFMCs functionaries and members of the FDA. The programme was inaugurated by the Chief Guest, Shri S. Singsit, IFS, PCCF of Manipur. The inaugural programme was presided over by Shri A. Kharshiing, IFS, Addl. PCCF, Wildlife. There were 10 resource persons who delivered lectures on relevant subjects and interacted with the participants. The resource persons were Shri A. Kharshiing, IFS, Addl PCCF, Shri Anil Kumar, IFS, CCF, Shri L. Sharatchandra Singh, IFS, CCF, Shri Th. Ibobi Singh, IFS, CF, Shri L. Baite, IFS, CF, Dr. Kh. Somorendra Singh, Principal, ICM, Shri Ksh. Kunjabi Singh, Chartered Accountant, Shri Jelly Singh, Sr. Assistant, Kunjabi & Co., Shri S. Dhananjay Singh, IFS, DFO and A.B. Singh, MFS, DFO. The participants were taken to Community Forestry International (CFI) project village (Makhan) to study various project components, to analyze the strengths and opportunities and to study the activities under the pilot projects. The topics discussed in the technical sessions were: • Importance of microplanning, essentials of microplanning
• Format of microplanning, practical for filling up the proforma and study of sample microplan
• Participatory Rural Appraisal-Fundamentals of PRA, its importance in participatory management, collection of information through PRA
• Rankings, various methods of rankings, ranking practicals
• Self Help Groups: Importance of SHGs, formation procedures, Income Generation Activities (IGAs) and sustenance of SHGs
• Accounting of Government grants, various safeguards required, Utilization Certificates (UCs) and Programme reports, Assets created and maintenance
• Book Keeping: Various books and registers, importance of subsidiary registers, standard methods of books
• Cash book: Double entry systems of cash books in FDAs and JFMCs, check entry, drawals entry, expenses entry, balancing in cash books
• Group formation and group discussion, identification of conflicts and problems in Participatory management and group solutions of dentified problems

Assam
The Training of Trainers on micro planning, accounts and book keeping in Assam was organized on the 22-23 June, 2009 at NIRD Complex, Khanapara, Guwahati. In the technical session, the resource persons spoke on the relevant subjects and interacted with the participants. Resource person Dr. R.M. Dubey, IFS, CF, Research Education and Working Plans Circle spoke on microplanning with special relation to Joint Forest Management. Shri Dasarath Deka, AFS, DFO spoke on forest accounts and recording and maintenance. Mrs. Rachana Yadav, Visiting Lecturer, NIRD spoke on the role of gender in development and planning. She highlighted about need of female participation in planning process. Shri Biren Sarma, Accounts Officer, NIRD spoke on Accounts, Management of accounts in JFMC as well as rural development. Shri Raman Barman, Professor, Guwahati Commerce College spoke on book-keeping, recording and maintenance of cash book where he highlighted that the three components are closely related. The participants were then taken for a field visit to Joypur Forest Village. Field demonstration cum training on preparation of microplan was demonstrated by Shri P.S. Das, IFS, WPO, Shri K. Khargharia, IFS, DFO and Shri Pralad Boro, AFS, ACF. A total of sixty seven participants attended the training programme.
Arunachal Pradesh
The Training of Trainers (ToT) on micro planning accounts and book keeping in Arunachal Pradesh was organized on the 11–12 August, 2009 at the State Forest Research Institute (SFRI), Itanagar. The programme was held with the objectives of imparting training to the middle level forest officers viz., Divisional Forest Officers, Assistant Conservator of Forests, Range Officers and JFMC officials involved in the implementation of JFM/NAP programme. The programme was inaugurated by the Chief Guest, Shri L.K. Pait, IFS, CCF. Shri L.K. Pait spoke on the various afforestation programmes in Arunachal Pradesh. The welcome speech was delivered by Shri Joram Dopum, DFO, SFRI. The Keynote address was delivered by Dr. Panna Deb, Research Officer, RC, NAEB, Shillong. In the technical session, the resource persons delivered lectures on relevant subjects and interacted with the participants. Resource person Prof. M.L. Khan, H.O.D, Department of Forestry, NERIST gave a detailed power point presentation on JFM- A tool for biological basis of management of Forest Resources while Shri Prabeen Kr. Maskara, Chartered Accountant and Shri Jirbom Rumi, Project Accountant, UNDP, SFRI spoke on microplanning, book-keeping and accountancy and Dr. P. Deb highlighted about sustaining JFMCs through Small and Medium Forest Enterprises. The programme ended with a vote of thanks given by Dr. A. Borang. In the programme various issues pertaining to sustainable forest conservation including Mithun rearing was discussed in detail. A total of fifty seven participants including DFOs, ACFs, grass-root level officers and officials from SFRI attended the programme.
Mizoram
A three day Training of Trainers on micro planning, accounts, book keeping, value addition of NFTP and institutional linkages such as SHGs under NAP was organized from 11-14 November, 2009 at Environment & Forests Department Conference Hall, Tuikhuahtlang, Aizawl. The programme was inaugurated by Shri H. Rohluna, Hon’ble Minister of Environment & Forests, Government of Mizoram. In his inaugural address, the Hon’ble Minister encouraged the participants to devote themselves for the training and to ensure successful implementation of the NAP programme as per the guidelines of the NAEB. The inaugural session was presided over by Dr. S. S. Garbyal, PCCF and Secretary, Environment and Forests Department, Government of Mizoram. The inaugural session ended with vote of thanks by Shri H. C. Dhawan, CF, Northern Circle. There were 8 resource persons who comprised of the Senior Forest Officers and experts from Mizoram University. The resource persons delivered lectures on relevant subjects and interacted with the participants. The resource persons made presentations on the following topics: • Progress of implementation of NAP in Mizoram- Shri Lalduhthlana, ACF (FDA) • Accounting and book keeping- Shri Sailoliana Sailo, Deputy Director, Accounts, Environment and Forests Department • A report on “The site training programme on JFMC/FDA activities for field functionaries of N.E. Region at Agartala, Tripura”- Shri Rongura Hrahsel, Range Forest Officer • Need of publicity, extention and inter-departmental coordination activities for making NAP a success in Mizoram- Shri Lalrinmawia, IFS, Planning Officer, Environment and Forests Department • Constitution of SHGs by JFMCs for successful implementation of NAP- Dr. Lalnilawma, Department of Extention Education and Rural Development, Mizoram University • Status and prospect of raising medicinal plants under NAP and other programmes of the Government of India Dr. Lalnundanga, Head, Forestry Department, Mizoram University • Preparation of JFM microplan- Shri Lalthangliana Murray, IFS, DFO, Aizawl Forest Division The training involved members of the Village Forest Development Committee, local NGOs and middle level officials of Forest Department. A total of forty seven participants attended the training programme.

Tripura
The Training of Trainers (ToT) on micro planning accounts and book keeping in Tripura was held from 4-9 January, 2010 at Sepahijala Wild Life Sanctuary. The Programme was organized with the objective of imparting training to the middle level forest officers viz., Divisional Forest Officers, Assistant Conservator of Forests, Range Officers and JFMC officials involved in the implementation of JFM/NAP programme. The programme was inaugurated by Shri Jitendra Choudhury, Honorable Minister of Forest, Rural Development & Industry, Tripura who appealed for a joint effort of all forest staffs and JFMCs member as well as officers of other departments for the development and conservation of forest resources in Tripura. Shri R. P. Tangwan, PCCF, Tripura chaired the inaugural session. Dr S. Deb, Research Officer, RC, NAEB talked on the importance of micro-planning. In the technical session, Shri C.L. Das, Dy. Project Director, Indo German Development Project, Ambasa gave a power point presentation on Participatory Rural Appraisal and Shri A. Shukla, IFS, CEO, Sadar FDA talked on book-keeping and accounts. The participants were taken for an exercise on microplanning in JFM Committee in Sepahijala Wild Life Sanctuary, Charilam, Boxanagar, Jampuijala, Melaghar and Sadar Range. A total of forty five participants attended the training programme.

3.2 Training Programme on capacity development for JFMC members on management, processing and value addition of NTFP at Imphal, Manipur


A three day training programme was organized on 29th June to 1st July, 2009 in the Forest Lecture Hall, Mantripukhri, Imphal, Manipur. The Chief Guest of the programme was Shri. Anil Kumar, IFS, CCF. The programme was presided over by Shri L. Sharatchandra Singh, IFS, CCF & JFM. The inaugural function was followed by technical sessions. The resource persons delivered relevant lectures and interacted with the participants. Shri Sharatchandra Singh, CCF, Shri Th. Ibobi Singh, CF, Dr. K. Sobita Devi, Sr. Lecturer, D.M. College of Science, Dr. P. Deb, Research Officer, RCNAEB, Shillong, Shri L. Baite, CCF, Dr. Kh. Somorendra Singh, Principal, Institute of Cooperative Management, Dr. K.I. Meetei, Member, Institute of Cooperative Management, Shri S. Joykumar Singh, DFO and M. Panamthinang, Secretary, LWC were the resource persons. The participants were taken for a field trip to Community Forest International (CFI) project village: Makhan in Senapati District to study the NTFPs of the region. The programme ended with a vote of thanks by Shri A.B. Singh, Course Director. A total of thirty three participants attended the programme. The topics discussed by the resource persons were:
• Sustaining JFMCs through SMFE
• NTFPs and sustainable management of JFMCs
• Case study: NTFP management model
• Bamboos of Manipur, harvesting, preservation, processing and value addition
• Importance of value addition
• Important IGAs for SHGs in Manipur and their importance in sustenance of SHGs
• Formation procedures of SHGs
• Biofertilizers and vermicompost

3.3 On the site training programme for field level JFMCs and FDA functionaries through exchange visits in North-East India to successful JFM/NAP sites in Tripura


The training programme for field JFMCs and FDA functionaries was organized from 28th October to 1st November, 2009 at Pragna Bhawan Hall, Kunjaban, Agartala. The participants in the programme included the Chairmen, Secretaries and Members of different JFMCs from five State Forest Departments viz., Assam, Manipur, Meghalaya, Mizoram and Tripura. The welcome speech was delivered by Shri. S.K. Paul, IFS, DFO and the inaugural address was delivered by Shri. Jitendra Choudhury, Hon’ble Minister for Forests, RD & Industries. The vote of thanks was delivered by Shri. M.L. Chanda, TFS, Addl. DFO. The inaugural session was followed by technical sessions, group interactions and discussions. Dr. R.L. Srivastava, IFS, PCCF, Shri. A.K. Sinha, IFS, CCF, Dr. D.K. Sharma, IFS, CCF, Shri. C.M. Deb Barma, IFS, CF, Shri. Amit Shukla, IFS, Mrs. Deepa D. Niar, IFS, Shri. Rajat Das, TFS and Shri. N. Debnath, TFS were the resource persons in the training programme. The participants were taken for a field visit to the successful JFMCs plantation sites for learning and sharing their experiences. The sites visited by the participants were: plantation sites and habitation of JFMC members under Sadar FDA, Murapara Manush Bachao JFMC, Bramhacherra JFMC plantation and nurseries, Khasiamongal nursery managed by JFMC and other development activities including Medicinal Demo-Plot, different JFM activities at Baramura Eco Park. Thirty seven participants attended the training programme. The topics discussed by the resource persons were:

• FDA and JFM activities in Udaipur Forest Development Agency
• Accountability and responsibility of the individuals in FDA and JFM functionaries

3.4 Training Programme on formation of SHGs in JFM areas with emphasis on ingredients and indicators of success in Guwahati, Assam


A state wide three day training programme was organized on 14-16 December, 2009 at Assam Forest School, Jalukbari. The programme was attended by members of JFMCs and SHGs from 10 districts of Assam. The training programme was inaugurated by Shri M. M. Sarma, IFS, CCF, Social Forestry, Assam. The Chief Guest of the programme was Prof. B. K. Tiwari, Coordinator, RCNAEB, NEHU, Shillong. The programme was also graced by the presence of Sri R. M. Dubey, IFS, CCF, Research Education and Working Plan, Assam. The welcome address was given by Dr. R.D.S. Tanowar, IFS State Nodal Officer, NaRMIL. Prof. B.K. Tiwari delivered a keynote lecture on roles of SHGs in Joint Forest Management. In the three days programme various scientists and resource persons from Forest Department, Government Ayurvedic College, experts of cane and bamboo, civil service officers etc., delivered lectures. In their lectures the resource persons highlighted the importance of biodiversity, sustainable management of forests, value addition of forest products, capacity building of Self Help Group and the role of SHGs in JFM areas. On the concluding day of the training programme the valedictory function was graced by Dr R.D.S. Tanowar, IFS Nodal Officer, NaRMIL, Shri B. B. Nobis, IFS and Shri M.M Sharma, CCF, Social Forestry. The vote of thanks was delivered by Shri H. Mishra, IFS, Chief Executive Officer, Kamrup West FDA. A total of forty participants attended the programme. The topics discussed by the resource person were:
• Utilization and value addition of forest based species by SHGs in JFMC areas- Mr. Dilip Kr. Goswami, Assistant Professor, Government Ayurvedic College, Guwahati
